I attached a link on this page that covers everything on adding brakes to a trailer like yours for you to check out. The first thing you'll need to know though is the axle capacity of your trailer and then the wheel bolt pattern of the trailer wheels as that allows us to pick out the correct hub drums and then build everything else needed based around that. If you can get me that info I can help more or you can try following the help article.
Now for the brake controller I would recommend the Brake EVN #TK63VR which is very reliable and works great. It uses an inertia sensor to detect how hard you apply the vehicle brakes and applies a similar force on the trailer brakes. To install it in your 2000 Chevy Silverado all you need is the install harness part # 3025-P which plugs in under the dash.
