I have a Thule Easy fold for my ebikes and am looking to add a smaller rack to carry my light road bike. If I bought that snugtite Thule kit not lock rack to hitch, can you switch out the lock barrel to the same key as I have for Easyfold: N134

The Thule Snug Tite Hitch Lock and Anti-Rattle Device, # THSTL2 can be keyed alike with other Thule One Key System locks. Keyed alike locking cylinders are available in packs of 2, 4, 6, 8 and 10. I suggest the Thule One-Key System Lock Cylinders, # TH450200.

The Thule Snug Tite Hitch Lock and Anti-Rattle Device #THSTL2 and the Thule Vertex 2 Bike Rack will not come keyed alike. If you want them keyed alike you would have to get the Thule One-Key System Lock Cylinders - Qty 2 #TH450200.

To allow the pin lock part #THSTL2 and the cable lock part #TH538XT that you referenced to be keyed alike you'd need the One-Key System part #TH450200 as well which comes with new cores and keys that are matching.
