There are at least 5 things you will need to flat tow your 2013 Jeep Wrangler: base plates, a tow bar, safety cables, lighting, and supplemental braking.

For a great clean look I recommend the Demco tabless base plates # DM9519292. They're barely noticable. You do need to have the factory bumper for the Sport model in order for them to fit. If you have a different front bumper let me know what it is or send me a picture. I attached a picture of the base plate kit installed so you can see it.

The Demco Commander tow bar # DM9511012 has plenty of capacity, 6,000 pounds, for your Jeep and will pair up nicely with the base plates. I've linked a reivew video for you.

The tow bar comes with safety cables so we can move on to lighting. You can use a plug and play type of harness # HM56200 with extension # HM47115 if the tow vehicle has a 4 way, or # HM47065 if the tow vehicle has a 7-Way.

Most states now require a supplemental braking system in the vehicle being flat towed. One of the easiest systems to set up and use is the Even Brake # RM-9400 proportional braking system. This system applies the Jeep brakes in proportion to how much the tow vehicle is braking. This is the safest way to stop and it reduces wear and tear on both vehicles. Adding a 12 volt outlet kit, # RM-9332, is recommended.

Be sure to consult the Jeep owners manual for additional specific information on flat towing your Jeep. I have included some helpful links on flat towing for you.
