Question:
Ive located one plug on the drivers side frame rail. Its the rectangular one. Where would I find the other round plug? Is the round plug to tie into a factory installed brake controller? My vehicle doesnt have one, so just cap it off?

The 2 connectors for wiring harness # 118261 for a 2009 Ford Van are located in the same general area. Where you found the rectangle connector is the same area the more round connector will be in if the vehicle is so equipped. I have linked the installation instructions for you. The rectangle harness does not appear to have all of the functions for a 7-Way so you would need both connectors for all functions.
This harness was made for the vehicle if it originally came with a factory 7-Way trailer connector. If your van did not then you have to look at the other wiring options. I have included a link to the wiring main page for the 2009 Ford Van. Use the vehicle style drop down menu to select the proper option that matches your Van.
You can choose with factory 4-Way flat connector, with factory 7-Way connector, or without factory 4 or 7-Way connector.
If the plug is not function, then use # C56020 to add a 4-Way. With either of the 4-Way options I recommend using # ETBC7 to add a 4-Way (and install a brake controller if needed). For a brake controller the most popular option is the P2 # 90885.
