Is this strap winch available with a HEX shaft P/N406102? Id like to use it with a 1/2inch drill to raise my dock for the winter.

The Hex Shaft for Dutton-Lainson Worm Gear Winches # DL406102 that you referenced is designed to fit Dutton-Lainson worm gear winches so yes, it will work on the Worm Gear Hand Winch # DL11002 that you referenced. However, this product is designed to work with 5/8 inch sockets and would not work with your 1/2 inch socket.
You will need to order this product separately as it is not included with the # DL11002.
