The Valterra Bladex Waste Valve for RV Black Water Tank - 3" Hub to 3" Lug Item # T50 can fit a 3.5" outside diameter pipe to connect to your 55gal barrel or if you cut a hole in the barrel and use some waterproof caulk you could attach it directly to the barrel.

In order to determine the torque rating for the lug nuts on your trailer you will need to know check out the chart I attached that shows all of the torque specs for all the trailer lugs available based on stud size, wheel material and wheel size.
