What Exactly Does a 6 on 5-1/2 Inch Wheel Bolt Pattern Mean

I understand that the 6 means 6 lug bolts but what does the 5 1/2 mean and what size lug nuts will this fit on ? thank you

You're correct. A 6 on 5-1/2 inch bolt pattern will have 6 lugs with a 5-1/2 inch bolt circle. That means that if you measure from the center of one bolt across the hub to center of the opposite bolt, that distance will be 5-1/2 inches. I'll link to a help article that explains this in detail.
The # PXQT655WHN cover fits bolt heads that are 13/16 of an inch.
