Question:
The knurled Cam Sway Control mounting nut is turning in the trailer frame with the bolt. How can I remove the bolt?

Sounds like one of the Rivet Nuts part # RP58507 of your Dual Cam Setup part # RP26002 is turning instead of allowing the bolt to come out. You might try tightening down the other bolts again to see if the bracket putting more pressure on the top of the rivet would hold it in place well enough for it to thread out.
