Question:
Want to carry 2 60lb fat tire e-bikes on the back of our travel trailer. The 4i nch rear bumper has the Mount n Lock Safety Struts Support Brackets already installed earlier. The Swagman # S80600 has a limit of 70lbs. And the Swagman # S80605 has a limit of 120lbs. Would the # S80600 work for us?

While the Swagman Bumper Mount Racks, parts # S80600 and # S80605, do give you some mounting options, these are designed for lighter 30 lb bikes so the bars that hold the bikes up aren't really designed for heavier 60 lb e-bikes. Since this is the case I recommend going with a different setup.
For your application I recommend installing the etrailer RV Bumper 2" Trailer Hitch Receiver # e38HR and then using the Swagman E-Spec Bike Rack # S94FR and swapping out the standard trays to the Fat Tire Adapter Kit # S64679. This gives you a hitch receiver and bike rack that is rated appropriately for your heavy bikes and then when you add that fat tire adapter kit it enables the E-Spec to carry up to two 70 lb bikes with up to 5" wide tires.
I know this might not be the solution you're wanting, but it gives you a bike rack setup that's safe to use with your e-bikes.
