I have a 42 foot travel trailer with a welded hitch receiver. Can this carry 2 50 lb ebikes on the rear?

The Kuat Pivot 2 Swing Away Hitch Extender for Bike Racks # PVP20B is one of my all-time favorite bike rack accessories, but it unfortunately isn't rated for use on a travel trailer so we need to find you a different solution.
I recommend checking out the Swagman Escapee RV Bike Rack # S39SR which is compatible with your bikes as long as they don't have a front fender. I really like this rack because it meets a lot of basic necessities while also being able to handle up to 60 lb bikes and it comes with bike and rack locks for peace of mind while you're traveling. You can also get the Loading Ramp # S59SR to make loading and unloading your heavy bikes easier.
If your bikes have front fenders then the Swagman E-Spec Bike Rack # S94FR is the best alternative because it holds the bikes by the frame instead of the front wheel.
Finally, if you're needing the ability to move the bikes out of the way while still loaded then I recommend checking out the Lets Go Aero V-Lectric FAT PRO Bike Rack # LGA77FR which boasts an impressive 75 lb bike rating along with a sliding platform. This is a bit of a different animal when it comes to bike racks but it meets all of your criteria and is also rated for a travel trailer.
