The 4 mounting bolts on the Dexter Hydraulic Trailer Brake Kit - Uni-Servo - 7" - Left and Right Hand Assemblies - 2.5K # 23-398-399 you were looking at are 2-3/4" apart on center or 4" apart when measured diagonally and will fit your brake mounting flange where the holes are 4" apart on center.
Now I have not heard of an Atwood hub that has an I.D. of 6.810". Would you happen to be able to send me the part number on the hub so I can cross reference it and confirm which brakes it works with?
I included a video of the # 23-398-399 for you to take a look at.
