Troubleshooting Trailer Charge Line Wiring Provision on 2018 Silverado 3500

Question:
I tested the 12v + pin with multimeter, nothing coming on. Is it a truck wiring issue or do I need to turn something on? Other pins work properly.

I would first begin by checking the engine compartment fuse box to ensure the fuse is installed and in working condition. These fuse/relays are sometimes left out depending on what packages are installed in the truck. For your 2018 Chevrolet Silverado 3500HD it should be the #2 fuse but be sure to confirm that with your owners manual. Also form the owners manual "the auxiliary battery provision can be used to supply electrical power to additional equipment that may be added, such as a slide-in camper. If equipped, this relay will be on the driver side of the vehicle, next to the under hood electrical center."
I believe your Silverado will need to be running with the ignition on for the charge line circuit to receive power from the truck.
