The Saris Freedom Bike Rack for 2 Bikes - 1-1/4" and 2" Hitches # SA4412B will work well with your Electric Bike Company Model Y. It has a weight capacity of 60lbs per bike; according to my research your bike weighs about 56lbs, so there will be no issue there. This bike rack secures the bike by the frame and uses a rubber strap that fits just about any diameter frame tubing; there will be no interference with the fenders or basket on your bike.
I have attached a photo that shows this bike rack being used with a very similar bike to your Model Y, so it will give you a good idea of how it will fit. I have also included a demonstration video for this bike rack. Also, make sure you have a trailer hitch receiver on your vehicle; if you do not have one then you can provide your vehicle's year, make, and model so I can find the right one up for you.
