On your 2012 Ford E350 Van with the factory towing package the brake controller port should be located behind the center of the dash above the stereo. You will need to remove the center panel above the stereo and to the left. Once it is removed there is a box where the Factory OEM brake controller would normally be installed, if your van was so equipped, and the connector is behind that box. The connector you found below the steering column is not the brake controller port.
For your 2012 E350 Van with factory tow package wiring you will need to use one of 2 wiring harnesses depending on which brake controller you select. If you select a Tekonsha brake controller like the Prodigy P-3, part # 90195, you will need the Plug-In Wiring Adapter, part # 3034-P, to install the brake controller, and if the brake controller you select has blunt cut wires exiting the back you will need the Tow Ready Wiring Adapter, part # 3034-S, you have referenced.
