Will the Falcon All Terrain work with the Rock Hard Patriot Bumper or do I need the Nighthawk Tow Bar. I guess what I’m asking is, does the Falcon need a baseplate?

As long as the bumper you mention is rated by its manufacturer for towing, you won't need a base plate.
The Roadmaster # RM-522 Falcon All-Terrain tow bar can be used on a D-ring bumper like the Rock Hard 4x4 Patriot Bumper if the proper adapter is used. You'll need to remove the D-rings on the bumper and measure the width of the tab that they attach to. If the tabs are 3/4 of an inch wide, use # RM-035 or # RM-035-1 if the tabs are 7/8 or 1 inch wide.
Because D-ring bumpers don't typically have a good place to attach the safety cables, you'll also need to use a safety cable extension like # RM-910648-20.
