Is the nut and lock washer also stainless steel also? They look like they are zinc plated.

You are correct, the nut and washer of the 2 inch hitch ball # 40083 are zinc coated whereas the rest of the ball is stainless steel.

The closest option to what you said you'd need is the Draw Tite ball mount part #4285 which has 12 inches from the center of it's hitch pin hole to it's ball hole. This has drop of 4 inches and a rise of 3.
