Question:
I have a tandem axle trailer non dexter, the front axle wires are in the front of the axle while the rear axle wires come out the rear, arent the wires supposed to come out of the axle on the rear of both axles?

It's probably smartest to have the wiring that goes to the trailer brake assemblies on the back of axles to prevent rocks and debris from bouncing up and possibly damaging the wiring. Now will your setup technically work? Yes, it will but to be the most cautious I'd consider moving the wiring to the rear of the axle.
