Recommended Wheel to Fender Clearance When Mounting New Fenders

Question:

Im using these fender for a Tear Trailer using a torsion axle with 15inch tires. The torsion axle has a 3inch movement possible, with a 6.5inch arm. What is the recommended clearance from the tire in a resting position for mounting them? I was thinking a clearance of 4inch over the top of the tire, but think they should be slightly offset towards the front of tire since the wheel will move in an upwards arc.

Typically when installing a fender like the # CE17937G we recommend at least 3", so anything more than that when installing these with your torsion axle is an added bonus.
