The Curt Trailer Hitch, # 11160, will fit on your 2009 Mini Cooper as long as it is not an S series or a John Cooper Works model. The center rear fog light is not difficult to remove and replace, however, removing the light will involve having to reach under the bumper to press two plastic tabs that secure the light in the hole.
If the rear spare tire that you are referencing is an externally mounted spare tire, then you will need to consider spare tire clearance when selecting hitch mounted accessories. When the Curt hitch is installed on your vehicle, the distance from the center of the hitch pin hole to the furthest rearward point of your bumper is 6 inches. From your bumper, measure to the furthest rearward point of your spare tire and add the 6 inches. That will be the amount of clearance that you will need when selecting a bike rack or cargo carrier.
