Determining Which Diameter to Measure for Bearing Buddy

Im trying to pound in a 1.98inch bearing buddy into my trailer hub bore and I cant make any progress. I know in supposed to be tight but its not penetrating at all. When measuring is it the inside diameter of the hub bore or outside.

You need to use the inner diameter of your hub bore to determine what size Bearing Buddy you need. If you measured the outside diameter and chose your Bearing Buddy on that, then it will not fit. If you measured the inner diameter, then as you said, it's supposed to be a tight fit.
To get an accurate measurement of your hub bore, it's best to use a digital caliper like part # PTW80157 as this is accurate to 0.01 inches.
Once you have measured, then choose your Bearing Buddy with that measurement. If your 1.98-inch Buddy is not fitting due to measuring the outer diameter of the hub bore, then you may need a 1.968-inch Buddy, part # BB1968SS.
