Sounds like you have a gear/linkage problem or possibly a motor. Due to how old we know your step setup is based on the number you listed a replacement step setup will be your best option.
I spoke with my contact at Lippert who said that there are 2 possible options for replacement steps, the Kwikee 27 Series # LC375632 (also need the Switch Magnet # LC369299) or the 32 Series # LC372261. The 27 Series uses 29" wide steps while the 32 Series uses 24" wide steps. From the pictures that you sent in I believe you have the 24" wide steps which means you need part # LC372261.
