Question:
Will we be able to fit two units on vehicle one for each kayak and what would we use for the rear tie down if there is no hitch?

The Yakima JayLow Kayak Carrier, part # Y04073, can actually carry two kayaks on its own. The only additional thing needed to carry your second kayak on your 2018 Audi A4 Allroad is another set of straps, like etrailer's Cam Buckle Cinch Straps, part # E98876-4. I've linked to a video installation of how to do this.
However, if you would rather use two of the JayLows for a more balanced look, then you can definitely do that. These carriers are designed to leave plenty of space for mounting other accessories onto your roof rack, so using two of them together will be no problem.
Keep in mind that you need to consult your vehicle's owner manual for the weight capacity of your roof. When carrying two kayaks, make sure their combined weight added to your roof rack and the two carriers is less than your roof's capacity.
With regards to tie-downs without a hitch, we have you covered. You can use the Yakima Hood Anchors, part # Y07416. These will allow you to hook your straps onto your vehicle when there are no places for a hook.
