Instead of a full axle, could I use axle-less suspension?

I have a solution for you, but the AL-KO T-44 axle has been discontinued since Dexter bought them out and there are no longer parts available for them, so you would need to completely replace the axles in order to replace the brakes.
To choose the correct replacement axle you will need to know the hub face to hub face measurement and spring seat center to spring seat center measurements of your current axle; you'll also want to try to match your existing bolt pattern with the hubs in order to keep using the same wheels. For example, something like the Dexter Trailer Axle w/ Electric Brakes - E-Z Lube - 6 on 5-1/2 Bolt Pattern-5,200 lbs # 6340624-EB has a 95" hub face to hub face measurement and 80" from spring center to spring center.
If you can provide me with some measurements I'm happy to let you know what we have available that would work for your 2013 Keystone Outback.
