What is the spacing between the mounting holes Center to Center. The one on my Mirage enclosed car hauler is 3 and 1/4 inches

The Electric Jack w/ Footplate and 7-Way Plug # EJ-3527-BBX uses the standard 3 inch A-frame jack mounting pattern. The holes are slightly slotted too which means yours measuring 3-1/4 inch would fit just fine.

How do I determine what size jack I need? Tongue weight? Gross weight of trailer? Or is it something else?

The A-Frame jack just needs to be strong enough to support the loaded tongue weight of the trailer. It's nice to have a healthy safety margin though as that's just going to prevent the jack from working too hard - leading to faster lifting and hopefully a longer lifespan since it won't be under a lot of stress.
