Question:

Does the dexter #13194 inner grease seal fit with the 8-258 dexter hub and a 1 1/16inch btr spindle which has a 1 3/8inch approx flange that the grease seal rotates on. Im having a hard time finding this particular grease seal for an older coleman taos pop up camper. It seems the new grease seals have either a 1 1/4inch or 1 1/2 inner diameter for newer spindles.

Yes, the Grease Seal # 13194 will fit just fine with a Dexter Axle 8-258 like part # 8-258-5UC1.

I would verify fitment of this seal with your spindle by using a digital caliper like part # 301-17068. What you'll want to do is measure the diameter of your spindle where the grease seal rides. The seal # 13194 mentioned above has a 1.372" ID.
