Does the Pop and Lock # PAL1700C Come with the Internal Tailgate Latch Assembly

Question:

Is this a complete replacement chrome tailgate handle like the picture on your website? Or is it a lock that goes in under the factory tailgate handle as the description suggests as below? What you see in the pictures of the Pop and Lock Locking Tailgate # PAL1700C is what comes with it. This product should work well on your 2011 Chevy Colorado.
