Question:
I have a 2013 Prius C. How much does this rack weigh? Also my bikes are womens with small frames. Is this the best rack and will I need any adapter bars for my small frames?

The Thule Roadway 2 Bike Rack # TH9058 weighs in at 28 lbs. If your bikes have smaller frames then you would likely need an adapter bar like the Thule # TH982XT otherwise your bikes will likely sit at a weird angle which not only makes it awkward to load, but it will also reduce ground clearance (see attached with the bar installed). If you can send me some pictures of your bikes I can get a better idea as to if you'd probably need an adapter bar or not.
If you don't already have a trailer hitch then I recommend either going with the Curt # C11484 for a 1-1/4" receiver or the EcoHitch # 306-X7194 for a 2" receiver. If you're only going to be transporting the bike rack then the 1-1/4" receiver will do just fine, but if you want to use the hitch for other accessories the 2" option is the better way to go as it is compatible with much more.

If you're asking about the adapter bar # UB01 then I believe you'll need it for the purple bike, but that black bike should be okay without it. It actually looks like you'd have trouble loading the black bike if you put the adapter bar on it.
