If your 2009 Toyota Tacoma has the factory 7-Way connector at the rear of your vehicle the factory brake controller port is located underneath and left of the steering column, taped to another harness near the emergency brake pedal. There will be a 5-pin connector that mates with the one on the Tekonsha # 3040-P adapter. I am including a picture that will show the brake controller factory plug location.
If your Tacoma does not have the factory 7-Way connector, the vehicle will not have a brake controller port so you will have to hardwire the brake controller to your vehicle using the # ETBC7 installation kit. This kit will have a pre-wired 7 and 4-Way connector that will plug into your 4-Way connector ( # 118496 if needed) on the vehicle and the remaining wires will need to be hardwired to the vehicle.
I am including a link to detailed instructions on how to install the # ETBC7 kit on your vehicle and a link to a video of the # ETBC7 kit being installed on a 2009 Tacoma.
