Does this assembly come with the rods necessary to load the spring? Thanks.

The Conventional Ramp Door Spring # 362SA7 that you referenced was designed to be taken to a professional with experience winding torsion springs like a garage door company. It does not come with the tools typically needed to wind the spring.
