Lets go over these. To start both of them are rated for use on flat towed vehicle so we're over that hurdle. The Swagman Dispatch part # S44FRis for bikes that weigh up to 45 lbs. each where the Swagman Platform-Style 2 Bike Rack part # S64663 is rated for bikes up to 35 lbs. each.
They will both hold the bikes in a similar manner and with them being made by Swagman you can rest assured they are very sturdy and will prove reliable. With that being said the Dispatch is really the way to go.
First it has more room between its closest point and the hitch pin hole. The Dispatch has 12" there where the other only has 8". That might not seem like a lot but it really is when trying to install it into your CR-V's hitch. The dispatch also has a rise in the shank that will promote better ground clearance. While you can use both on your CR-V you will likely have issue with the RV type bottoming out.
Overall while the Dispatch is higher cost wise it will serve you a lot better as it will fit into you RV and CR-V's hitch and you won't have ground clearance issues. You also will not have issues with the rack on the back of your RV potentially hitting the front of your CR-V during tight turns. I've linked the videos for you below to check them out.
