How well do these work with litium batteries will the float charge over charge the batteries

The Go Power PWM Solar Charge Controller with Bluetooth # 34276119 that you referenced has a specific charging profile for lithium batteries so it will work incredibly well with a lithium setup. This won't overcharge the batteries either as it monitors the charge state and once it's fully charged it switches to a maintenance mode that basically just keeps it topped off.
