Getting the etrailer Trailer Hitch Receiver # e98854 for your 2013 Dodge Grand Caravan was a really good decision and would have been my choice so you are off to a real good start. As for a wiring harness, I highly recommend the Curt T-Connector Vehicle Wiring Harness with 4-Pole Flat Trailer Connector # C56331.
This will give you a 4-flat connector, but to add a brake controller you'll also need the Universal Installation Kit for Trailer Brake Controller # ETBC7, which will give you a 7-way connector, circuit breakers and the rest of the hardware needed to install a brake controller. In regard to a brake controller, I highly recommend the Tekonsha Prodigy P3 # 90195 because it has the best display, is simple to use, and even consistently gives you diagnostics with a text readout on the off chance you do have some type of wiring issue. This is different than most brake controllers, which just display some type of code that you have to look up or remember to try and find out what the issue is.
Finally, I recommend the Fastway e2 Weight Distribution w/ 2-Point Sway Control # FA92-00-0450 because it uses no-drill brackets which clamp on for an easier install and has trunnion bars, which are needed for vehicles that have a lower clearance like yours. It is recommended you use Thin Walled Socket # EQ70-00-4800 to make installing the hitch ball easier, and as for the hitch ball, depending on the size ball the coupler takes you will need either 2" Hitch Ball # 40038 or 1-7/8" Hitch Ball # C40017.
