Basis for Weight Rating of Trailer Safety Chain

Question:
Do you have a question about part # 337B03822SC? What is basis for claiming 3/8 inch Grade 30 chain 2700 lb WWL is suitable for trailers up to 10Klb? Normally I see safety chain graded as Grade 70 with size chosen with WLL around 3/4 max weight of trailer.
