Is this controller compatible with a 2018 Jeep Wrangler Rubicon Unlimited with a factory tow package?

Yes, the Curt Echo Mobile Trailer Brake Controller part # C51180 will work just fine on your 2018 Jeep Wrangler Unlimited Rubicon with the factory tow package. The 12 volt circuit on your Jeep should already be active so all you will need to do is plug the unit into the 7-way and then go though the pairing process.

In the case of deceleration using brakes and having turn signal on. Do the brakes on the trailer pulse? And if not, why not?

That's a really good question. The turn/brake signal circuit IS used to trigger the Echo, but only when both sides are illuminated. A right or left turn signal won't trigger the Echo at all so you won't get any brake pulsing when making a turn. In a scenario where the hazard lights need to be used, there's actually a setting within the app that you would switch to in order to prevent any pulse output.

@ChrisR no offense but you didn’t answer my question. I’m applying my brakes while my right turn signal is active. Do brakes pulse or not? I’m sue one turn signal won’t activate the brakes but in my question the brakes ARE being applied. Thanks.

The brakes will not pulse in the scenario that you described - they would only pulse if the signal lights on both sides of your vehicle are flashing at the same time, which wouldn't be the case when braking while turning. You would still only have the right turn signal blinking. In this case the Echo would send back power to the brakes like normal based on your deceleration.
