I think the M6x1x75mm carriage bolt is the right replacement for the one thats missing. Fortunately, the tightening hand-knob did not go missing, and its M6x1 One of the four narrow rectangular rack-clamping bars with the swing-in/out slot and notch for the carriage bolt is also missing I can reproduce it using one of the other 3 as a template. But is it still available from you? Thanks.

It sounds like you have the QM3 Quick Mount Hardware part # TH04997 on your Thule Excursion Cargo Box TH667 and if that is the case I have attached the parts I believe you are looking for below:
Replacement Quick On/Off Bracket part # TH04973
Carriage Bolt M6-1 x 75mm part # TH10403
