Can a weight distribution hitch be used with surge brakes or will the hitch adversely affect the movement of the brake master cylinder?

There are some weight distribution systems that can be used with surge brakes as they do allow the forward and back movement needed to operate the actuator. For example the Curt Trunnion System part # 17302 that you referenced is compatible with surge brakes. Not all systems will allow the forward and back movement like the Strait Line kits like part # RP66084 as the cams that the system has to ride on prevent the amount of movement that's needed.
