Helpful Expert Reply:
The Tekonsha Primus IQ # TK90160 will only send power to the 5 o'clock pin of your 7-way when it senses a connection on that pin. The trailer connected needs to read on the controller for the controller to send any power. When a trailer with brakes is connected there is a slight power draw on that pin that shows the controller there is a trailer with brakes connected. If you simply want to test this without a trailer you will need a circuit tester like # PTW2993 and connect that probe to the 5 o'clock pin of your 7-way. This will give a slight draw and will allow the trailer connected function so you can use that manual slide to increase the power output. The incandescent light will get brighter and brighter as you slowly adjust that manual slide.
