Dexter axles like the part # 35545E-ST-89 that you referenced are made in the USA. This is a 3,500 lb axle like you want but you need to determine which is the correct length axle for your trailer first.
I've attached a photo showing where to measure your axle for the correct length. I've also included a link to our axle product listings. Once you know your measurements, you can use the filters on the left side of the page to choose the correct axle. Or, if you'd like, you can send me your axle measurements, and I will be more than happy to make a recommendation for you.
The axle you mentioned has 89 inches from hub face to hub face and has 74 inches from spring seat to spring seat.
For a tire and wheel that is 14 inch in diameter we have the part # AM10235 which is made by Kenda. This tire size is ST205/75R14 and could be mounted on the Dexstar wheel # AM20352 that has the matching 5 bolt pattern you'd need and is also made in the USA.
My favorite powered jack to recommend is the Stromberg Carlson # SC63VR as it shuts off automatically before topping or bottoming out. Other jacks will allow you to go too far with the jack but in doing so you damage the threads of the screw. It has a lifting capacity of 4,500 lbs which would be more than you'd need but will ensure that the jack will operate quickly and last a long time.
Or for a USA made hand jack we have the part # DL22530 which has a 1,000 lb tongue weight capacity.
A popular 3,500 lb leaf spring then is the part # e54SR.
