The Timbren Rear Suspension Enhancement System # TTORTUN4 that you referenced has a pretty straightforward and simple installation process. It just requires you to loosen the axle U-bolts and remove the factory bump stops on the truck and replace them with the Timbren springs. Any local mechanic should be able to handle this without an issue so it doesn't necessarily need to be a shop that specializes in suspension.

I just recommend checking with a local mechanic or even an auto shop for the install. I have attached the complete installation instructions below along with an installation video that you can show the shop beforehand. This will also allow them to give you an accurate estimate for the labor costs.
