You need to operate within the torques specs. On a Reese Revolution or Aftermarket Reese Sidewinder the Grade 8 bolts going through outer cap should be torqued to 45 ft-lbs. It should not be easy to move when not under weight, in fact you shouldn't be able to move the pin box by hand.

The glide plate on my Reese 15K Pro Series hitch broke in one of the front welds (severed). I think it happened while backing my coach into my driveway. My question is... is it possible that the sidewinder turret is too difficult to turn, which would have increased the stress on the hitch to the breaking point? Also, how do you assess if the turret is moving at the correct tension, other than bolt torque requirements?

That's a hard question to answer with certainty. The bolts could certainly be over-torqued, which would increase the tension on the turret, but other than making sure everything is tightened down to specs I'm not sure there's a good way to determine what caused this. The turret should definitely be difficult to turn by hand, but also allow for smooth rotation during turns, etc.
