Just to make sure that I am understanding correctly, you installed the Hopkins Engager # 20099 on your trailer and it doesn't activate the brakes on your trailer when you pull the pin, but your trailer brakes are working when you send power back with your brake controller.
The first thing I would check is to make sure that the battery is charged. You can do this by simply pressing the "Test" button on the battery box to see if it is charged or needs to be recharged.
If that isn't the problem then it is most likely the connection from your breakaway switch to the brake wiring. Make sure that is securely connected and none of the wiring is damaged.
Let me know if you are still having issues and I can help you troubleshoot further.
