I wish to know if fitting 4 chains is more beneficial to coping with snow and ice conditions. Or would 2 chains suffice

Using snow chains on 4 tires would provide more traction than if you were to use snow chains on 2 tires, but whether or not it is safe to do so is entirely up to your vehicle manufacturer. Some vehicles are only permitted to use chains on either the front or the back tires depending on clearance and if there are any components that are liable to become damaged.
If your vehicle is the 2009 Volkswagen GTI that you input in the fit guide then you likely have 225/45-17 size tires. The Glacier Cable Snow Tire Chains # PWRS74 that you referenced will help with traction some but since they have the rollers on them they are classified as cables and they won't have as much traction as chains would.
For a cost-effective snow chain that is Class -S Compatible (for low clearance) I recommend the Peway # PWRS74 snow tire chains. These will offer more traction than cable syle chains.
just be sure to check your owner's manual to verify that it is permissible to use chains over cables as that is another thing that manufacturers will state.
