Is this a throw away fixture or can the bulbs be replaced? What type bulb if so?

The Gustafson RV Pancake Light # 277-000340 that you referenced has LED bulbs which are going to last a long enough time that you'd never really have to worry about replacing them. They aren't replaceable but since they are LED panels you really wouldn't need to worry about it.

The part #277-000114 that you referenced can only turn on both lights or turn off both lights. They can not be activated independently. You may instead be interested in the LED Dome Light part #277-000340.

In order to determine the torque rating for the lug nuts on your trailer you will need to know check out the chart I attached that shows all of the torque specs for all the trailer lugs available based on stud size, wheel material and wheel size.
