The CE Smith Spare Tire Carrier # CE22011Z-11050-2 is exactly what you are looking for. It measures 12-1/4" long x 3-3/4" wide x 7/16" diameter, fits trailer tongues up to 3" wide, and is compatible with 4-lug and 5-lug wheels, up to 15".
This should work perfectly with your Kenda Loadstar # AM3H454.
