How many pairs of these chocks do I need to tie down a golf cart in p/u truck bed?

Since you will be using tie downs as well as the E-Chock Wheel Chocks # EM09162-2 you shouldn't need more than 1 pair. Your tie downs should be rated for over the weight of your golf cart so the wheel chocks are meant to be used as a wedge to secure one set of tires.
If you don't already have tie downs for your tires then I recommend using the Erickson Adjustable Wheel Net # 77314 which has fittings specifically designed for an E-Track like part # E19148. These have a weight rating of 1,166 lbs which would be more than enough for your golf cart.
