I checked the online manual for your 2013 Kia Optima and didn't see anything about recreational dolly towing, only emergency dolly towing. While the manual didn't give any distance restrictions for dolly towing it is always best to confirm whether it is safe or not with a Kia dealer.
If it is okay then you simply need a tow dolly and then some lights. Tow dollies tend to have lights on them but it helps to have some extra lights to make sure people around you can tell what you are doing.
For tow dollies we have the part # RM-2050-1 which is a standard dolly rated for 4,250 lbs and has the option to use electric brakes (which are included) but you will need either a 6-Way Connector # PK11604 or 7-Way Connector # PK12706 to utilize this function.
If you choose not to use the brakes, then you can connect your 4-Way to or the Magnetic Tow Lights - 4-Way Flat - 20' Long Harness # PE26UR and tie into the 4-Way like part # W787268 on your tow dolly. If you are going to use the brakes (which is recommended) then you will just tie the Tow Ready lights into the wiring on your tow dolly.
I have attached some review videos for you to check out.
