Question:

If the Andersen Ultimate is installed in the short bed configuration offset to the back, Does it put the hitch weight behind the axle?

The Andersen Ultimate Connection 5th Wheel Trailer Hitch System # AM3200 has an offset ball which allows two installation positions, as you noted. If you refer to the linked photo you can see that the ball center is approximately 8-inches from one end of the frame and approximately 17-inches from the other.

Compare these positions to your particular base rail installation to see exactly where the ball will be, relative to the axle center, in each of the orientations.
