You can certainly replace a Dexter hub/drum with a non-braking idler type hub. You'll need to match up the set of bearings. The idler hub needs to use the same inner and outer bearing parts in order to fit on your spindles. The linked photo shows how those bearing numbers appear.
You'll also want to confirm your wheel bolt pattern so that your wheels will bolt up easily. The linked article will help with that.
The other linked page will show you all idler hubs. Just click on your bolt pattern and the weight rating for your axle (usually on a sticker on the axle itself) and you'll then see only the hubs that will fit your spindles and that have your correct bolt pattern.
For instance, for a 5-on-4-1/2 bolt pattern idler hub rated for a 3500-lb axle you could use # AKIHUB-545-35-K so long as your bearings are # L68149 and # L44649 .
