The Rock Tamers Heavy-Duty, Adjustable Mud Flap System for 2" Hitches - Matte Black # ERT00108 are designed to be mounted to the hitch receiver, but you could directly mount the flaps if desired to the bumper or frame.
Another option so you don't purchase unneeded hardware is the Buyers Products Mud Flaps - Black Rubber - 12" Wide x 18" Tall x 1/4" Thick # 337B1218LSP which can be mounted to your bumper, wheel well or frame if desired.
