Can RockyMounts HighNoon FC Solo 1-Bike Platform Rack be Tilted Away From Vehicle

Question:
Can this rack be tilted away from vehicle with bike on it, to give access to rear of vehicle? I did not see that option shown in the video but I see it stated in a couple of places on your website. Thanks
